Where people actually train.
Competence centres, user facilities, university nodes, hackathons, and pedagogical hardware named in the briefs. Cloud access is still how most students reach a real processor.
National programmes named below are records on Programmes. Hardware families are grouped under Modalities. Scale notes are on Compare, dated items on the timeline, and the files are under Data.

The June 2026 executive order calls for National Quantum Workforce Development Institutes, apprenticeships, and credentials. NSF’s National Quantum and Nanotechnology Infrastructure anticipates university user-facility sites over FY2026–2030. QED-C, the NIST-affiliated industry consortium, is the coordination body named in the brief.
India · through 2031
National Quantum Mission thematic hubs
Four hubs: computing at IISc Bengaluru with C-DAC; communication at IIT Madras with C-DOT; sensing at IIT Bombay; materials at IIT Delhi. Seventeen startups were reported under the mission. This is a training and research architecture, not yet a fault-tolerant hardware industry.
Singapore
National Quantum Office programmes
Nearly SGD 300 million over five years, hosted at A*STAR. Five national programmes cover a computing hub, a fabless foundry, a quantum-safe network, sensors, and a processor initiative. CQT at NUS, founded 2007, is the talent source the brief emphasises.
Canada · Waterloo & Sherbrooke
IQC, Perimeter, and Institut quantique
The Institute for Quantum Computing at Waterloo (2002) anchors Quantum Valley and is credited with 20+ spinouts. Perimeter Institute sits alongside it. Sherbrooke’s Institut quantique and the DistriQ zone feed the superconducting and bosonic cluster. Calcul Québec operates MonarQ, Anyon’s 24-qubit public-access machine. Creative Destruction Lab runs a Quantum stream in Toronto and Montréal.
Australia
Sydney Quantum Academy and Quantum Australia
SQA is a graduate pipeline across UNSW, Sydney, UTS, and Macquarie. Quantum Australia, led by Petra Andrén, is the national growth centre stood up in 2024. The Australian Quantum Software Network coordinates algorithms and theory, and counts Eigensystems and Q-CTRL among members.
New Zealand · 2024–2028
Quantum Technologies Aotearoa
NZ$12 million MBIE Catalyst grant, led by the Dodd-Walls Centre at Otago. Sensing, networking, memory, and computation — a research strategy, not a national computer build. NZIAT’s quantum discovery phase was a scoping step, not an appropriation for a lab.
Pedagogical hardware and classrooms
China · export; Brazil & Mexico classrooms
SpinQ teaching systems
Shenzhen’s SpinQ sells desktop NMR systems and says they are in 200+ institutions across 40+ countries — a company claim, unaudited. In Brazil, Dobslit deployed units at SENAI-SP and Firjan SENAI DigiTech in Rio (Triangulum II). UFPE also had pedagogical hardware. SpinQ México distributes into Mexico; it does not design the machines. UNAM reported acquiring desktop teaching processors in 2023, described as a first at a Latin American university.
Brazil · Salvador
QuIIN and the Kuatomu simulator
SENAI CIMATEC’s quantum competence centre, with MCTI and EMBRAPII, reported investment of R$ 60 million. Training, startup incubation, and continuous-variable QKD. LAQCC on the same campus runs Kuatomu, a classical simulator of up to about 35 qubits, including education work.
Australia · Sydney
Eigensystems Quokka
A 30-qubit classical emulator built for teaching, from Simon Devitt and Chris Ferrie at UTS. Good Design Award 2024. It is an emulator, not a quantum processor.
Australia · Brisbane
PsiQuantum test lab and Queensland training links
A Test & Validation Lab opened at Griffith University’s Nathan campus in May 2026. The brief also notes a Queensland education-precinct narrative (TAFE centre of excellence, University of the Sunshine Coast at Moreton Bay). That is workforce adjacency to a utility-scale build, not a public quantum cloud.
Sweden · Gothenburg
WACQT at Chalmers
Wallenberg Centre for Quantum Technology: superconducting processors and training, funded on a philanthropic–academic model. Sweden’s commercial layer is specialised packaging (SCALINQ), not a full-stack unicorn.
IBM and university partnerships
Named in the briefs as education or network access, not as proof that a campus owns a fault-tolerant machine.
Brazil
USP São Carlos, IMPA, CBPF
InovaUSP in São Carlos collaborates with IBM on training and limited Quantum Platform time. IMPA has run workshops with IBM Research Brazil. CBPF’s Quantum Network membership was announced alongside applied work with ExxonMobil Brasil.
Australia · Melbourne
University of Melbourne IBM Quantum Hub
Often described as Australia’s only university-based IBM Quantum Hub, with strength in algorithms and software.
Japan · Tokyo
Keio University Quantum Computing Center
An early IBM Quantum Network hub in Asia. The University of Tokyo hosts a QII consortium and an IBM system.
South Korea · Busan
Korea Quantum Computing
IBM Quantum Network hub for enterprise access, not a domestic processor programme. See KQC.
India · Bengaluru
BosonQ Psi in the IBM Quantum Network
The brief calls BosonQ Psi the first Indian startup in that network, focused on engineering simulation.
Germany · Ehningen
Fraunhofer and IBM Quantum System One
On-prem System One since 2021. Industrial users more than a classroom, but it is the German installed base students and engineers actually share a campus with.
Uruguay · 2025
Quantum Hackathon Latam
Montevideo, climate theme, co-organised by Rafael Sotelo of Quantum-South. CLEI’s quantum working group is the academic network around it.
Peru, then Colombia
Quantum Latino
Lima in 2023, with PUCP. The 2026 edition was planned for Universidad EIA, Envigado, 21–23 October. A community conference, not an industry.
Mexico
QMexico and QUANTUM@UNAM
QMexico is the QWorld node for Spanish-language education. UNAM hosted International Year of Quantum programming in 2025. Teaching strength is real; a domestic hardware company is not.
Argentina · Dec 2025
Iniciativa Cuántica Universitaria Argentina
Inter-university coordination: training, proposed postgraduate programmes, and cloud or HPC access. Instituto Balseiro remains the physics pipeline. ICUA does not fix the funding gap the brief describes.
United States · Chicago
Chicago Quantum Exchange and Duality
Argonne, Fermilab, University of Chicago, and Northwestern, with the Duality accelerator. One of the denser talent-and-startup nodes in the US brief.
United States · universities
Labs that keep producing people
Yale (superconducting lineage, QCI’s roots), MIT and Harvard (QuEra), Maryland / JQI (IonQ), CU Boulder / JILA, UCSB beside Google, Berkeley and QSA, Caltech with AWS. The brief lists them as selected nodes, not a ranking.
